Institute of International and European Affairs
Frances Ruane is a trustee at the Institute of International and European Affairs. She is an Honorary Fellow at Trinity College Dublin and a research affiliate at the ESRI. She served as Director of the ESRI from 2006 to 2015, having previously taught in the Dept of Economics at TCD. Earlier in her career she worked at Queen's University in Canada and at the Central Bank of Ireland and the IDA.
Her current activities include membership of the Executive Committee of the European Statistical Advisory Committee (ESAC), the Council of Economic Advisers in Scotland, and the Scottish Standing Council on Europe.
She previously held chair or membership of a number of broad-ranging policy fora and authorities including: Member of the Economic Advisory Group in Northern Ireland (2010-2016), Member of the Commission of the National Pensions Reserve Fund (2009-2014); Member of the Higher Education Authority (2007-2012); Member of the Health Research Board (2007-2012) Chair of the National Statistics Board (1996 to 2003).
Earlier in her career, she has served as a member on a number of Irish State boards, including the National Board for Science and Technology, the National Theatre Company (the Abbey Theatre), the IDA, Forfás and BGE. Her research interests are in enterprise development, trade and FDI policy.
A graduate in economics, politics and statistics of University College Dublin, she studied economics at Nuffield College and was awarded the degrees of MPhil and DPhil from the University of Oxford.
